Brown completed his loan switch earlier today until the end of the season and Scott told Millersplayer the move will be a boost for the 21 year-old.
"He's had a bit of a stop and start season what with going away with Wales and coming back and not getting in the side, so we feel this is a good move for him to get some games in before the end of the season", said the manager.
"We'll re-assess it again in the summer. There's been a bit of an issue with him settling up North so going back down South to play games will hopefully re-ignite his desire to play some football.
"Hopefully he'll do well enough that he wants to come back and play for us."
Brown himself told BBC Surrey that he wanted to prove a point to the Millers from now until May.
