The 29 year-old winger joins from Bradford as Kevin Ellison moves in the opposite direction, a deal that went through a couple of hours ago.
Daley is available to make his debut at Oxford on Saturday and joins for the rest of the season.
Daley told the clubs website: "I heard about the interest a few days back and now I've signed. I know Nicky Law well from a few seasons back and we keep in touch so that will help in the settling in process.
"I'm very direct with a couple of tricks up my sleeve and can score goals. I'm fit, raring to go and it's a great loan move for me."
Omar has been capped 56 times by Jamaica, and we wish him every success in a Millers shirt.
