The gaffer is without Kari Arnason who has left to team up with Iceland for the International break, but will also make other changes to his line up to freshen things up.
The likes of Alex Revell are expected to be rested, whilst Adam Collin, Michael Tidser, Tom Eaves and Matt Tubbs are all in line for starts.
Evans told the clubs website: "There are obviously competition rules to be adhered to and respected but I will be making changes. It is important we get a few lads some first-team action but let me be very clear I will still want to win the match.
"York City are in excellent form, scoring plenty of goals and it is always a tough place to go and get a result but we will plan and prepare as we do for every game, there will be no excuses. For those lads that do come in, it will be their opportunity to stake a claim for a regular first-team slot; at Rotherham United performances and positivity pick the team."
Daniel Nardiello, Michael O'Connor and Claude Davis will return to training this week and are in line to face Swindon this coming weekend, injuries permitting.
