New boss Mick Harford didnt get to see him play, but must have heard enough not to offer a new contract which would have given Plymouth born Garner a testimonial year.
Garner is expected to sign a one year contract with the option for another year at Torquay on July 1st when his current contract runs out with Rotherham.
