The 22-year-old has been included in the Millers' squad for the home game against league leaders Bournemouth on Saturday along with Conor Sammon, who signed a loan deal from Derby on Thursday.
Gaffer Steve Evans said: "Zeki is a young man that first came to my attention when he was simply outstanding as a youngster at Manchester United. I watched his progress as he moved out to Belgium but was quickly back in the English Premier League with Tottenham Hotspur."
