The striker teams up with former Stevenage manager Graham Westley, who managed him during a loan spell last season.
Westley moved to Deepdale last week to take over the reigns after Phil Brown's sacking.
Holroyd only joined the Millers in the summer but has now signed an 18 month deal with the Lancashire club.
