The midfielder was dismissed for a tackle on Wycombe's Ben Strevens during Saturday's 1-0 defeat and faces a three-match ban, but the Millers have confirmed they have appealed the decision, so Taylor is now available to play.
"We have appealed it. It certainly wasn't a malicious tackle, Hopefully they will see common sense and see it wasn't malicious." Moore told Teamtalk online.
"He can play at Stevenage, but if they think we are taking the mickey they can extend the ban to four games. But we do believe that it wasn't a straight red." he added.
Boss Ronnie Moore has no fresh injury or suspension concerns to contend with, so Ryan Cresswell is the only absentee as he recovers from a broken collarbone.
Moore knows his side will be in for a stern physical test.
"We have got to be big and be strong. We know what to expect," he told Press Association Sport.
"If we get back to our best, there's not many teams who can cope with us. We have got to go and be professional and not show any fear."
