"I am keen to get more games under my belt and hopefully going to Rotherham will help with that," Kennedy told Swindon Town's official site.
"I had a good time down at Gillingham earlier this season. League 2 is a good standard of football and the more match practice I get then the better things will be for me."
"From what I understand Rotherham are a team that like to get the ball down and play so I am really looking forward to getting started." he added.
