The Millers haven't reached the second round for six years and it got no better at a wet and merky Millmoor.
Blue Square Premier outfit Rovers made their League Two opponents pay with some clinical finishing and swift counter attacking play as the home side never got into their stride, despite early chances from Chris O'Grady and Steve Brogan.
The visitors hit the Millers with a sucker punch when Chris Giles headed in direct from a right wing corner. Mark Hudson then missed a glaring chance, hitting the side netting after 'keeper Robinson failed to clear after a decent build up and Ryan Taylor shot narrowly wide from 18 yards.
After the break Rovers doubled their lead as Mark Beesley's cross was blocked by Ian Sharps, but the ball rebounded off the foot of the post to Simon Clist who placed a low shot past Andy Warrington into the corner.
Hot shot Stuart Fleetwood (right)completed a convincing win late on as he ran clear for his 23rd goal of the season, setting up a second round tie with League One Swindon Town and leaving Millers boss Mark Robins to ponder his sides lacklustre display.
