Wiseman who has played for his home team club Hull City since he was 6, made 13 appearances for the Tigers last term while also spending time at Boston United on loan.
Scott also made the England U20 team 3 times last season, and will be hoping to build on that while at Millmoor.
Speaking to the clubs official website, Alan Knill said, "It's a great coup for us as Scott is a highly rated player. He is strong and what's more he is versatile and can play in a number of different positions. I'm delighted to have signed him and I am sure he will do a good job for us."
