The Millers have not won against the Gills in Kent since 1988, but Moore will choose from the same players that despatched Crewe 3-1 on Saturday.
That means skipper Ryan Cresswell is the only absentee as he continues his comeback from a broken collarbone. The defender, who has been out since December, has been training with the squad and is set to join in physical contact providing he gets the all-clear from a specialist on Wednesday.
Moore will continue to play his son Ian Thomas-Moore on the left, allowing strike duo Adam Le Fondre and Ryan Taylor to continue in attack.
