The club have been in talks with Macken about a move to DVS, but Bradford are thought to be leading the race to sign the former Barnsley man.
Meanwhile Thomas-Moore has handed in a transfer request at Tranmere after Rotherham's bid to lure the forward, who got 15 goals last season, to team up with dad.
Ronnie said to the press: "I know our Ian has asked for an extension on his contract at Tranmere. They haven't given him one so he's handed in a transfer request.
"Now anyone who knows anything about football know that if he's handed in a transfer request and Tranmere are willing to let him go, then we will be favourites to bring him here. And I don't think there's any doubt that he would like to come here. He's 33 going on 34 and at this level he'd be a wow.
"He's got pace, scores goals, he played wide on the left last year and got 15 goals. But there's a long way from that happening and in the meantime we've just got to keep our options open and see what we can do.
"We've put an offer in to Jon Macken and Bradford have also put an offer in to him so basically it's just waiting on the agent coming back. I think he'd be a striker who would do well for us. He's got great feet and great link-up play. I think it was a good offer from us but the season's kicked off and he will want to be playing.
"Players have got to start to lower the asking price they want. But we've given him the offer and that's it, if he doesn't like it then we've got to look somewhere else and he's got to find a club."
