He told BBC Radio Devon: "We knew it was going to be a fight and Rotherham were better than us today. We didn't battle well enough and we let ourselves down.
"The penalty that Rotherham got just about summed up the ref's day really because he didn't give us anything all game and it seemed like he was dying to give something against us.
"We'd spoken about what it was going to be like playing at Don Valley all week. It was sunny one minute, windy the next and it was a bobbly pitch. Rotherham are used to doing it better than us."
