"I blame his agent for this," said angry Millers boss Ronnie Moore.
"That's not Mark Robins who has turned it down - it is the agent. Mark came to me wanting to play football and I agreed to let him go out.
"I think the agent is still after getting him a move to Barnsley when they get the embargo lifted, but I can tell him now that won't happen.
"He won't go to Barnsley or anywhere else. He can sit in the stands here instead."
