The Millers had expected to complete their sixth summer signing this afternoon, but Evans confirmed that the deal was now dead.
He explained: "Yetserday we thought we had a deal agreed for the young man to join us. He arrived this morning with his representative and after a brief handshake we left him in the hands of Paul Douglas.
"Then Paul has told me that a deal could not be concluded and that the player has left the building and hasn't signed. The numbers didn't meet with what we agreed and what was written down yesterday. It's disappointing but it wasn't to be."
Evans also explained that a deal for a central midfielder was unlikely, unless talks can be launched again tomorrow.
