The scottish U21 man exercised a clause in his contract allowing him to move away from Millmoor if the club was relegated and he received a lot of interest including some from Championship clubs but instead opted for a move to the Keepmoat Stadium.
Talking to doncasterroversfc.co.uk, Woods was positive about his move: "I'm absolutely delighted to join Rovers and I'm impressed by the setup here at Doncaster.
I want to play in at least the Championship and I know this is a good chance to move up with the club. I get a good vibe about the club and see they want to progress."
Woods also sees this move as a chance to break in to the full national squad. "I know that to push for a place with Scotland I need to be more appealing and I feel this will do it."
Meanwhile, former Millers keeper Gary Montgomery has signed for League Two rivals Grimsby Town. Montgomery was released by Mark Robins at the end of last season having struggled to make an impact in the first team in his four years at the club.
