A minute after Rotherham were denied a clear spot-kick, Kieran Agard fired them ahead, but they couldn't hold on and Ryan Lowe equalised from the spot six minutes from time after a foul on substitute and former Miller Abdulai Bell-Baggie.
Evans said to the press after the match: "Some of our football was outstanding, but some of the decisions were difficult to take.
"We expected a night like this, trying to break Tranmere down and we missed our fair share of chances, but why we haven't had the penalty (for a first-half handball) I do not know and then there's the one after half time.
"I don't know what the agenda is. We just don't seem to get decisions, but we have to work through that.
"We dominated and our goalkeeper has not had a save to make."
