The Millers stayed 13th in League Two despite Lewis Grabban's wonder goal which sub Shane Cansdell-Sheriff cancelled out before the break.
Grabban, playing the lone striking role, stole the highlight of the opening half as he picked up the ball 35 yards from goal before smashing a shot past Neal into the top corner.
The Millers had the better of the exchanges with Danny Schofield looking lively and Gareth Evans going close but the visitors responded before the interval.
Cansdell-Sheriff, on for the injured Carl Regan, poked home a free-kick from Rotherham's left from close range on the stroke of half time.
The game drifted to a tame draw after the break with the home side seeming content to end their horrid run and the Shrews offering little going forward.
The best chances to win the encounter fell to Evans, who slipped after being set up by Chris Holroyd, and James Collins who shot straight at Andy Warrington.
